It's an untradeable, so no. Also, it only matters if you have 25k, any more doesn't matter. The 25k has to be un protected.

The amulet of strength is the better one if you just meelee. (which i assume you do) 2h dming with 25k in invent is good money, i would love to fight you; my stats are 80-85-79. -
I think they still bounty hunt. I go f2p sometimes, i'm 102 combat.
