To my knowledge it's unlendable even without charges. If there's a quick way of uncharging I could try lending it. However, I don't feel like taking 100 mins to uncharge it if thats the only way.
uncharge in inventory is quick

ive had many people tell me it is lendable and many people
tell me it is not. i have heard if you bring it down to zero charges
it can be lent,then the borrowermust charge it themselves at dragons

Yes.
Unless you got the Anti-dragon shield/DFS and an Anti-Fire potion, they always hit you.

A friend of mine bought Zuriel's Staff just to mess around for a bit (and boy did it own), but it seemed to only drain time when he was wielding it. I say this because we went to Bandos between uses, resulting in hours apart.
Perhaps the items remains intact until you start combat, then the timer drains only while continuing to wear them.

im assuming there is no smoke staff heh. But the guy said it was the orb which gave him infinite air runes

You don't get the drop, but does it count as a kill for achievement diaries and quests?
I'm assuming that you would not be able to use recoils for achievement diaries because of a similar restriction as the slayer one...but with quests, a cut scene or something usually happens after the boss dies, so you could probably use them for quest bosses.
I've never personally tried, though.
k ty and dont quest bosses give reduced exp so i could use like a poison iron dagger to do one damage?

i will be using b2p tabs and excaliber sword as well.
