There's already a somewhat similar idea on the RS forums : Runescape mail. It would consist of constructable mailboxes in POH's, you could also fetch mail from the bank and there would be an ability to use postcards. here's the QFC: 185-186-80-60828526 This forum has been around for over a year now btw and is still currently active.
