    I want to get into making sigs/avatars/banners etc, but all I have is the trial version on PSP9. It will expire in 10 days, and I need to buy a photo editing program. I don't have the cash to buy Adobe Photoshop CS (it's like $650), but I was looking at Adobe Photoshop Elements 3.0. Is it a good program worth $100? Does it have decent filters and whatever else I need?
