It has to be slayer level. I had exactly 40 slayer at the time I did the quest and killed it with melee(my stats are lower than yours) I have 60 in all melee, 52 or 53 mage, 57 range, 45 prayer, use a warrior helmet, a guthix book that is missing 2 pages, rune plate and legs, a glory, a fremmy cloak, row(never leave home without it) boots of lightness, dmace, dlong, and like 15 lobsters, and I killed him in like 2 minutes after I used up all my specs
