Dragon Slayer to wear all rune armors????

I was recently told by a friend that i cant wear ANY!!!! rune armor untill completing the D Slayer quest. I thought u had to complete D slayer to wear the pl8 armour? Can Somebody plz help me?????? I AM SO CONFUSED!!!!!!!!!!

i agree i spend much time legaly minin ess and tryin to mine ess while being massacred is not a verry fun sounding prospect
