You can get rock sample 1 by panning in the river as well as by stealing from workmen. And, a minor detail -- the menu selection is to steal from workmen not pick pocket them. This is a different menu selection than you see with master gardeners where it is listed as pick pocket from. [pokemama edit 7/15: it's been too long since I did this quest. Can someone confirm?
