What quest do i need to do to be permited to chop teaks on miscellania?

You can't chop teaks for your own gain in miscellania. However after you have finished the quest royal trouble you can have your workers chop teak for you like in MTK. Chopping teak then only raises your approval rating.

Strangely with WotLK so near, I wished I could delay it a bit to push through that last TBC content in MH/BT :'(.

best place for teaks is near castle wars. go out of the CW entrance, south, then all the way west. you will see one tree, but they have a very fast spawn rate
