Last time i checked he can yes, people Teleblock you in a bid to stop you using a Tellytab or Tellyport.

Yes! Thank you for the zammy mage. One time, I was getting rc pked and was about to die when the zammy mage happened to walk right next to me (I was tbed and entangled), and I could use him to teleport. The pker was pretty mad :-)
