I am considering leveling a few smithing levels to build a mithril armor stand in my player-owned house, and was wondering: On the construction table, it says it requires 68 smithing to build. Is it possible to have 66 and drink a mature dwarven stout to 68, or must I actually have the level 68?

Yes you can do that. I built my mith armor stand at 67 using a dwarven stout
