Prices won't go up on any armour or weapon unless they get discontinued. This is because there will always be more and more coming into circulation, that the prices will drop. The more there are out there, the more likely it is to be worth less.

Prices on whips will definatlely not go up since they've been in gradual decline for a long time now. Jagex have attempted to slow the price drop by reducing the drop odds, but it's not really working that well.

Prices will never rise on anything which isn't discontiuned, and even those items aren't really rising.

I'd say they'll drop, and unless you're using the items now, sell them before they drop even more.
