If it raises your thieving by 8 then maybe you could. I don't think it would raise it that much though... Try doing pyramid plunder for awhile, it's fast thieving exp. (At least it is for me)

You fail a lot picking the chest so you'll need a couple bandit brews.

 

 

 

I also don't know if they allow you to start the quest without the req.
