nope only if you are 99 attack u will hit rarely 0 with strong weapon like whip

 

with badder weapons and crush style u will hit more 0's

Well, if you had 99 attack and 1 strength, then you wouldn't hit very high. Maybe a 2 or 3, tops. How high you hit is firstly dependent on your strength level. If you have a high strength bonus at level 1 strength, you'd still hit really low. But you'd hit a lot.
