Minotaurs in the Stronghold of Security are pretty nice. I trained there until about mid 50s. They'll rarely hit you, you can safespot them, and they drop loads of iron arrows.

I posted this uestion and this is the answer i got:

Well, you can always look at Tip Its range training guide to find spots.

You can choose 100% safe spots like:

caged lesser demon, caged red zammy monk in Varrock, Port Sarim jail,

white knights, monks, hobgoblins, scorpions, cows, etc.

The trouble is that many of these 100% monsters don't let you pick up your arrows.

If you pick up your arrows then you can get about 4x use out of them.

That can help your training a lot.

For example, 5k iron arrows can take you to 49 if you don't pick up,

or 61 if you do pick up.

Also, to make picking up your arrows safe and easy, cast a Curse

(or weaken or confuse) spell on the monster first to "pull" it over to your safe spot.

That way, all of the recoverable arrows will be in the monster loot pile.

Finally, the minotaurs in the SoS drop a lot of arrows.

So, you might want to spend some time down there to save some money.

Hope this helps
