As a general rule, someone with 99 smithing can repair barrows armor at 1/2 the cost as the normal repair, so.. POH Aprox Cost = Normal Cost * (Smithing Level / 2)% So.. For example. If you had 99 smithing, and were reparing something that normally costs 100k to repair.. POH Aprox Cost = 100k * (99/2)% POH Aprox Cost = 100k * (50)% POH Aprox Cost = 100k * .50 POH Aprox Cost = 50k You can do this for each weapon/armor.
