Sounds like a Java un/signed problem or you must tell windows that you trust Jagex problem.

I have problems with the world map as well, i suggest using the tip.it world map, its a lot better, but if you really want to use the official world map download it from the extra downloads section on runescape.com

IIRC, at the bottom of the Detail select screen you can select the version of Java to use.

 

Try the unsigned version.

Normally, a window pops up thats asks if you want to trust the content from Jagex.

 

Sounds like you aren't even getting that. Try switching Java versions.

 

 

 

Can you play the game normally?

 

Otherwise it could be a fire wall problem or blocked ports.
