in the quest it completely drains sigmunds prayer but howcome when i use it on players it doesnt?

the effect must only work for this quest. dont you think having an item like this overpowering if used on other players? people in the wilderness would lose so many whips and stuff because of drained prayer. however, it could put a little twist on pking, but i highly doubt it will change from the way it is now.

i used it on people in castle wars and it drained like 2 prayer... and it wasted my whole spec..
