Skill Cape Question

I know that somehow the skill cape of a skill can raise the skill to 100, but how does this work? How long does it last?

1 per minute.. just like drinking strength pot.. the rate it drops

 

so if you want it to be 100 most of the time get 2 same skill cape ( not sure whether its possible ).

 

Then just click on the cape in your inventory.

i think only prayer and hitpoints have the effect stated above, otherwise your skill is always 100 while wearing the cape though i'm not sure
