it was moved from seers village (members) to the eastern parts of falador (nonmembers).

ok, its like a place to have an organised drop party. there is a chest that anyone can put stuff into. Then a person pays 1k to have tons of baloons drop on the floor, some ballons have the items that were in the chest, other baloons have nothing. thats what it is.
