The thing is you have got away from the point. The worlds are overpopulated not individual areas. A better idea is to increase the number of people per sever.

 

 

 

 

 

 

 

 

 

 

 

The number of severs cannot go on forever. Eventually the size of jagex would render each world to a seperate group- like f2p,p2p,premiem(pays to get onto the world), corp(mods and stuff)

 

 

 

 

 

 

 

I'm not sure if increasing the number of people per server is an option, unless the RS world itself has grown substantially.

Expanding the land is going to happen. You just have to give it time. With new land comes new quests, new monsters, new dungeons, and new problems. It takes a while for Jagex to do that. Obviously they arn't going to leave the world as it is. I mean, honestly. LOOK at the map, its like Tetris gone wrong.

I should have written that more carefully. I didn't mean "unless" the RS world gets much bigger, I meant when it does. I realize it will increase in size. Then, when it has, there will be a possibility to increase the maximum for players per world.
