Construction room limit

Just a quick question:

 

 

 

I'm almost 80 con, and I can build 27 rooms at 86. If I use tea+saw/stew, is it possible to make 27 rooms? Or just 26?

 

 

 

Note: con lvl 80 gives 26 rooms.

on a side note, saw doesn't work when building rooms, but i think it's the basic level that determines that. It is worth a try though

yeah, doubt it will work but I haven't tried it personally.
