Yes, a crushed herb (such as guam for swamp lizards) mixed with 15 swamp tars makes 15 shots. They ARE very versatile, as it's incredibly difficult for another player to judge what attack type you're using. Many of my friends PK with them, as several of them have very high herblore, farming, and hunting, so it's like a free weapon to them :

It would be easiest to buy the ammo yourself, as it can be somewhat taxing to make. You have to buy the swamp tar, the herbs, etc...Quite annoying. But if you wish to make it yourself, at the most you'll need 44 herblore.

 

 

 

You can buy swamp tar from other players, or there is a method using an area from Lunar Diplomacy where you can get some. Another way is picking it up from around the Lumbridge Swamps.

 

 

 

To crush a herb, you need to use a pestle and mortar on the herb.

ok tyvm, 1 more thing do i need 44 herblore to make swamp tar or to make guam tar (sp?)

I only have 19 herblore, but can make it :P
