whats the best way to get from 13 herblore to 26?

Well the best would be to Id the highest level herbs possible, and to make the highest potions available to you (strength potions). This however is expensive and clearly a waste of money. I suggest making attack/anti-poison potions until 26. Once you are 26, use energy potions to level.

Dranaepreist is selling 20k+ guams at 275 each. The price is 250 each if you buy more than 5k. Since this price is lower than usual, it should help even more. Also, the fact that Dranaepreist has over 20k leaves would most likely mean that he won't be sold out by the time you talk to him.

once you get to 15, start shades of morton, and make serum 207, which takes a tarromin(300ea), and ashes

There are some fairly serious quest reqs for big adventure. One the the reqs "Eadgar's Ruse" requires 31 herblore.
