It seems I can not get it from steam without buying a bunch of other unwanted games, and I cannot find it anywhere else, where could I legally get it and have it run with the steam I have which runs my CS:S?

Hmm, I downloaded 1.6 from Steam with no problems at all. I guess you are just going to have to buy it at a store. :(
