No, Mornings end is the one which grants access to it, not sure if u have to do both parts tho

I thought you gained access after regicide, but maybe im wrong, i did those quests a long time ago. But yes, Lletya is involved in roving elves quest, so maybe you are correct.

you just need to start mourning ends pt1. after you get teleported to lletya. think you get the tele seeds too.

Just start it by talking to her, and then you should get a crystal, and have access via the gate too.
