If you're p2p, I would recommend using the caged ogres at king Lathas camp and some cheap arrows(iron or bronze) and not pick them up. The equipment that you would be wearing would be full red d'hide, archer helm, snakeskin boots, Ava's accumulator, msb and glory amulet. That would give you a decent range attack bonus with decent cost.

 

 

 

And if you're f2p(as you seem to be according to your stats) I would recommend the hobgoblins near crafting guild. Same thing here as with caged ogres, no arrows back, so use iron or bronze arrows if you don't feel like using much money on ranged. Another place to train, which I used back when I was training my range up to 70, is lessers in Karamja. Though I don't recommend them as they're really crowded and a bit tricky to safespot. The equipment in fp2 would be full green d'hide, maple shortbow and coif.
