Just go to talk to the person it tells you to go to. When you achieve lvl 99 a thing will open up in your chatbox and it will tell you that a certain person has something for the master of flames. Btw, its members only.

You can, after you get the lvl. You'll need 99 Firemaking, access to the area of the achivement cape seller. 99k gp. And you need to be a member.
