Would I be correct in guessing that like the Tears of Guthix mini-game, you can get the wild vine to kill for slayer xp only once a week ?

No: I get at least one kill each 2 days, but once a day is possible I think (depends on if you can log in at least twice a day with some hours in between)

(btw: always replant it right after you killed it, so you can check it healths next login and login after that kill it again :) )
