The guide has all the info. You need combat level of 100 and 50 slayer. Guide lists all the assignments you can get.

is he bset to use at 100 and 50? or should i stick with lost city trainer

I'm not there yet so I couldn't tell you from experience (I'm only leve 92 combat, level 73 slayer). But I have seen threads saying they prefer the Shilo slayer master. Take a look at the list of tasks and maybe that would help you to decide.

from what I remember, Shilo gives more difficult monsters and more monsters per task, but Lost City gives more cannonable monsters.

I use the shilo master for every task.

 

 

 

With your stats as they are now (103 cmb and 43 slayer) Id say by the time you get 50 slayer you'll be 104 combat 105 at the most, which is a reasonable level to start using the Shilo Slayer Master.
