If i use a potion to get my mage to 80, then cast "Charge" Will the damage bonus for my spells still be in effect when the potion wears off? Also, how long does charge last? Is there a notice when the effect ends?

Yes, not sure how long it lasts though but its a pretty decent time and i believe it tells you that it wears off in the chat box.
