They can now be found near the riverbank opposite Edgeville, a little south-west of Lucien's house.

The letter that Rat sends you to deliver to Surok can be decoded (easy when you realise that Rat has addressed it and signed it). It doesn't really help you complete the quest, but for what it's worth it says:
