Ok, so in the Tip.It Construction guide, it says that you must be "eligible to cast the spell" when you're focusing a portal. Does that mean eligible to cast it by having the magic level? Or eligible as in having the magic level and the Ancient Spellbook unlocked? I wanted to know before I did DT.

You need DT for it.
