U should have a msg on the drawers u try to open, as they will be locked, depending on the msg u get will determine what it is u have to kill. I would guess it says 'beware of the dog' which means go kill a dog to get a key.

When you get to the drawers, you will find that they're locked and there will be a message that says "Beware of Dog". Go kill a guard dog for the key to the drawers (Handlemort mansion, Southeast of the North bank).
