My clue scroll says: 00 Degrees 18 Minutes South & 09 Degrees 28 Minutes East.

Use your sextant to pintpoint the EXACT spot. That's what it's for! And by the way, you DO have a sextant, don't you? If you do have one, is it in your inventory along with your watch, chart AND clue? If you don't have a sextant or you don't have it with you, you won't find anything, no matter how much you dig.
