no you can also get coords on lvl 2 clues

difference being that a lvl 2 coordinate will not lead to a mage being summoned

You can get coordinates clues for level 2 AND level 3 clues.

 

 

 

 

 

 

 

But level 2 clues don't lead to coordinate locations in the wildnerness, nor to areas where high-level quests are required to get there (e.g. Zharazi Jungle, Isafdar).

 

 

 

 

 

 

 

And, when digging on level 3 coordinates clues OUTSIDE the wilderness, a Saradomin Wizard will ALWAYS appear. This doesn't happen on level 2 clues.
