I would hazard a guess that some pouches are intended for skilling, using fewer shards than the rest, which had better have powers to justify their shard expense. For example, level 18 Desert wyrm requires 45 shards to make a pouch, 2250 gold for just one. Level 36 Bronze minotaur; 102 shards = 5100 gold.
