Everytime I try to load rs, this what happens

Did you try what it said? Make sure to get on an administrative account to do it.

I have no idea what the catche/directory thing means, and I have an admin.

Kinggabe, I'm gonna describe this quick and fast...

 

 

 

From the Admin Account on your computer, you will need to do the following...

 

 

 

  1. [*:1m28jia4]Create 2 directories in "C:\Windows\" ... (Note: Don't type the quotes, just the names within.)
     
    1. [*:1m28jia4]".file_store_32"
       
      [*:1m28jia4]".jagex_cache_32"

 

[*:1m28jia4]Then create the directory "rscache" on the base level of "C:\" ... (Note: Again, no quotes, just the names within.)

 

 

 

 

 

[*:1m28jia4]Finally, set the permissions of all 3 directories so that anything that runs on your PC will have full access to the directories and files that will be created.

 

... And once you're done with all of that, clear your "Temp. Internet Files" and "Java Applet Cache", and try the RuneScape Game Applet again. Let us know if this works. 8-)
