Now I don't know if this clan had such a rule but if it did then technically he/she is bound by the clan rules to report. In my opinion Jagex's rules are always above clan rules as we all have to obey them whilst clan rules we are just honour bound. So i'd never report a friend unless what he did he really pissed me off. If that's the case here, it's all gravy. Do what you feel is right, not what either Jadex OR Clan Rules tells you should be right... However, like someone already mentioned, if he's going to report a clannie for being lewd - I'd guess he wasn't really particularly friendly with said clannie. I wouldn't want to be in a clan where I was not friends with the other members.
