Several People have stated they have gotten the drop before they killed the boss.

 

Besides....why would it be required to kill the kurask boss, when the turoths also drop it and u can even buy it from other players.

okay, I think we can just pass that off as a rumor, just like you need to speak to oziark to get a draconic visage.
