I'm doing the quest Dealing with Scabaras and I'm stuck with the part with the furnance and levers. Once I almost finished that part but I totally failed the thieving part. So here comes the question: What thieving lvl do I need to have to "manipulate" cogs, buttons and pinions?

Well, the quest requires 60 theiving. If you are 60, then I can only assume that the higher the better. Have you tried giving it the most power?
