You can do the URL bit yourself, it's just 

[url=http://url]URL image[/url]

As for the sharpening, it probably won't work and will just look terrible, since the quality of the image is really bad.

I'll try it, I got a filter for Gimp called GREYC Storation. It reduces noise in JPEG images.
