Would it be possible to do the newest quest with a dwarven stout? or are you required to bank all your items before going to the jail?

No you need the level to start the quest.

i tried at 67 smith and dwarven stout(m), wouldnt let me start

 

 

 

same with back to my roots at 71 wc and axeman folly(m)
