I also think that a slayer staff has +2 more magic attack over any elemental staff/battlestaff. It has limited autocasts though, but includes wave spells. For the amulet, I'd say a glory, with that budget. And for a ring, a seers ring if you are willing to pay 250-300k for a +4 magic attack and defence bonus.
