I'm not really used to telling people the best way to get one melee stat and then quit. But if you want me to pretend you didn't say anything... Train slayer, and don't just train strength. It's going to take SO LONG to get 99 str while keeping your other stats, particularly attack, so low. Easiest to stay relatively balanced. Because thats getting level 74 str 12 more times. And with your attack, you won't hit frequently. Slayer is your best option, probably won't get bored and you can at least gain money while doing it.
