ok i have a few questions to ask most likely easy to answer please answer them as if i was a stupid idiot so i get them clearly and dont mess up the first time ok here goes

Well, to animate a sig and avatar I use Macromedia Fireworks MX and there's a 30 day trial for the newest one out there so you can get that. I also use that for font texts,styles, etc.

As for animations, Imageready (should come with photoshop) works fine. Flash is also great, but its better suited for movies or clips, or interactive games etc, and if all you want to do is make a small animated GIF (sig/av) there is no point in getting it.

Imageshack.us shouldn't resize your images considering they can be up to 1024 kb I believe. If the image has a large resolution to begin with then they give you a preview image that will link to your real image. After you upload it's very clear where you should click to see the full size image. If you're still having trouble upload an image and then print screen the the resulting page on the site that gives you a bunch of addresses. It's very easy.
