I'm afraid you have to get 56 agility (or at least 53 with pot, NOT recommended) and get there, but hey.. it could be worth it.

And NO, you can't do it without Regicide. As YoAdee mentioned, you need at least level 56 agility, BUT you also need to START Regicide to get into that area.
