do you still get slayer xp when fighting a slayer monster (like basilisk) when you're not assigned that monster

No, you have to be on task to get slayer exp.

 

 

 

Trolls are pretty good as far as assignments go, make sure you do the easy mountain trolls.

Or safespot the generals. Slower, but more xp (they have more hits) from your task. Also, they have better drops. I did some just for fun and got a granite shield!
