Tipit guide says the quest start guy alternates between 2 places, and it says it doesn't take longer than 5 minutes for him to arrive.

 

 

 

Well i've now ben sat here for 20 minutes! I'm not making this up.

 

 

 

He's not at either place - any ideas?

If you went to the fire and searched the ashes there and the elves aren't there...either go at one of the other quest starts or hop worlds. I went to the quest start near the mage trees.
