Yes, there is an chance to give you extra elemental runes and exp for that extra free of essence used. The exp is only standard, meaning your air/water/earth runecrafting glove will not triple the exp nor use up its charge.

 

 

 

The chance is actually higher than you might think, about 1/3 per 28 essence
