If I summoned an Obsidian Golem would I be able to mine Rune Ores if I only had 82 mining?

pretty sure its an invisible boost, aka makes you mine faster, not harder.

I don't think so, invisible boots only effect what you can do, only the boosts that actually make the number go higher on the stats page effect what you can and can't do
